Working on an "Admin Email" plugin

I ran out of time to finish this one today, but am pretty happy with what I've got so far. From within Admin, you'll be able to send an email to your site's users. Nothing new there, but this plugin is a little cleverer than that.
First of all, you can choose who you want to send your message to from a list of usergroups (admins, supermods, etc) and individual users. You can select any combination of groups and users to build a list of unique recipients.
Rather than send a single email bcc'd to everyone in the list, each user is emailed separately. You can just put {username} into the body of your message and Hotaru will replace that with the user's name. Of course, if you have thousands of users, sending all those emails in one go might upset your webhost, so the Admin Email plugin lets you define a batch size and interval duration so that Hotaru can send those emails out in batches every X seconds.
As well as an option to send yourself a copy of the email, you can run a simulation to see who each batch will go to.
